This works quite simply. You reply with a short list of 3 people, number 1-3, #1 being your primary vote, of course. Voting will stop at somepoint in December, likely middle to late of the month. You can edit your post to change your votes at anytime until then.
As a special note on this one, it should be known that a tag team does not have to be a set one in order to win. You can vote in any pair of stars as a team, regardless of if they've worked together or not.
